(1) When the budget is not voted before the beginning of the financial year, the representative of the State shall immediately serve a notice on the local authority concerned by any means in writing to remedy the situation within 15 (fifteen) days.
(2) The representative of the State shall extend the budget of the preceding financial year by provisional twelfths until the budget is voted and approved.
