SECTION 423

(1) Where the deliberative organ refuses to vote the budget, the chief executive shall refer the matter to the representative of the State for arbitration. Where arbitration is fails, the deliberative organ may, on the reasoned proposal of the representative of the State, be suspended for a period not exceeding 2 (two) months. (2) At the end of the suspension, a new deadline of 15 (fifteen) days shall be granted the deliberative organ to vote the budget. (3) In case of persistent refusal, the deliberative organ may be dissolved. (4) During the suspension or the period of dissolution, as the case may be,the representative of the State shall extend the budget by provisional twelfths. The budget thus extended shall be executed by a special delegation until a new deliberative organ is put in place.
