SECTION 386

(1) The budget shall present all the programmes that contribute to the economic, social, health, educational, cultural and sports development of the local authority. (2) The budget and programmes of the local authority shall be consistent with the economic and financial objectives of the State. (3) The budget and programmes of the council shall be consistent with the programmes of the region of attachment. (4) The budget shall be prepared and controlled in a participatory manner to take into account the needs expressed and suggestions made by the population. (5) The relevant State services shall be bound to provide local authorities with information required to prepare their budgets.
