SECTION 325

(1) The representative of the State or his duly mandated delegate shall, as of right, take part in Regional Council meetings. Whenever he so requests, the representative of the State or his delegate shall take the floor, but shall not vote or chair the Regional Council meeting. His statements shall be recorded in the minutes of proceedings. (2) At the first session of the year following the end of the financial year, the representative of the State shall present a special report on the activities of State services in the region to the Regional Council. The special report shall be discussed in his presence. (3) The representative of the State who is unable to attend the session provided for in Sub-section 2 above may request the postponement of the session under the conditions laid down by regulation.
