(1) The terms and conditions for transferring the assets and liabilities of
the urban centre split into sub-divisional councils shall be laid down by order of the
minister in charge of local authorities.
(2) The order provided for in sub-section 1 above shall be published within a
maximum period 3 (three) months following the date of creation of the city council.
