(1) On account of their peculiarity, some urban centres may be raised
to city councils by decree of the President of the Republic which shall determine their
seats and territorial jurisdiction.
(2) The city council shall be a local authority composed of at least 2 (two)
councils.
(3) The councils that make up the city council shall be referred to as sub-
divisional councils.
(4) The city council shall be referred to "City ...", immediately preceded by the
name of the urban centre concerned.
