(1) Local authorities shall exercise their powers within the bounds of
national defence interests.
(2) The exercise of the powers provided for by this law shall not bar State
authorities from taking, in regional and local authorities, their public establishments
and enterprises or groups, measures necessary for such State authorities to perform
their duties in matters of security, civil or military defence, in accordance with the
laws and regulations in force.
