SECTION 158 — The following powers shall be devolved upon councils

- creation and development of urban spaces; - preparation and implementation of council investment plans; - signing, in conjunction with the State or the region, of performance contracts for the achievement of development goals; - preparation of land use plans, town planning, concerted development, land consolidation and urban renovation documents; - organization and management of urban public transport; - development operations; - issuance of town planning certificates, land parcelling authorizations, location permits and building and demolition permits; - creation and maintenance of council road networks and execution of related works; - development and servicing of habitable areas; - public street lighting; - addressing and naming of streets, squares and public buildings; - creation and maintenance of unclassified rural roads and ferries; - creation of industrial zones; - contribution to the electrification of needy areas; - authorization for temporary land occupation and various works on public roads. -
