(1) The local elected official shall be bound by the obligations of confidentiality and reserve. To this end, he shall abstain from using, for his personal interest or that of his relatives and friends, or disclosing facts and information to which he became privy in the discharge or in connection with the discharge of his duties.
(2) He must, at all times, abstain in public from any act or gesture, statement or demonstration likely to discredit national institutions and the local authority of which he is an elected official.
