1. Member States, aware of the economic and social situation of the least
advanced countries, shall grant them special treatment in respect of the
application of some provisions of this Treaty and in accordance with the said
Treaty.
2. Accordingly, Member States shall support all measures likely to facilitate the
promotion of their economic and social development.
