Member States shall assess and grade their mineral and water resources inter
alia by:
a) seeking better knowledge on their natural resource potentialities;
b) progressively reducing their dependence on transnational companies for
upgrading such resources, in particular by mastering exploitation technologies;
c) improving methods of pricing and marketing raw materials.
