Organization
1. The Council shall meet twice a year in regular session. One such session
shall precede the regular session of the Conference. A special session may be
convened by the Chairman of the Council or at the request of a Member State
provided that two thirds of its members approve.
2. The office of Chairman shall be held by the minister of the Member State
whose Head of State is the Chairman of the Conference.
