SECTION 8

Adoption of the Uniform Acts by the Council of Ministers shall be by a unanimous vote of the representatives of the Member States present and voting. Adoption of the Uniform Acts shall not be valid unless at least two-thirds of the States Parties are represented. Abstention shall not prevent the adoption of the Uniform Acts.
