Any State ratifying the present Treaty or adhering to it after the entry into force of an amendment
to it shall be deemed to be a party to the Treaty as amended.
The Council of Ministers shall include the name of the adhering State on the list provided for in
Article 27 immediately before the name of the State assuming the presidency of the Council of
Ministers at the date of its adherence
