SECTION 45

The annual budgets of the Common Court of Justice and Arbitration and of the Permanent Secretariat shall be approved by the Council of Ministers. The accounts of the last financial year shall be certified by auditors appointed by the Council of Ministers. The said accounts shall be approved by the Council of Ministers.
