The mortgage shall be cancelled in accordance with the rules applicable to publicity in the State
Party where the property is encumbered.
Where the creditor refuses to consent to it or where the Conservator refuses to proceed to the
cancellation of the mortgage, the debtor or his beneficiary may obtain a court order releasing
this security. If the order made against the creditor or claimant is final the conservator shall
proceed to the said cancellation.
