SECTION 146 — Failure to Protect Private Rights

Any civil servant, who, having the power, the duty and the means so to do, refrains from preventing the use of force against any person, or his deprivation of liberty or any obstruction to the exercise of his civic or individual rights within the meaning of Section 141 of this Code shall be punished as an accessory
