(1) Where the address or message of the President of the
Republic gives rise to debate after adjournment, the Parliamentary
Groups of each House shall be allocated 30 (thirty) minutes, unless
otherwise decided by the Bureau of the Congress.
(2) A Member of the National Assembly or Senator taking
part in the debate who does not belong to any parliamentary group shall
be given 5 (five) minutes.
(3) The debate referred to in Sub-sections (1) and (2)
above shall not be subject to vote.
