(1) The Chairperson of the Local Polling Commission shall, at
the start of polling, take note of the time of opening of the poll which they shall
mention in the polling report.
(2) Before the first elector casts their vote, the Chairperson of the
Local Polling Commission shall publicly open the ballot box to ascertain that it
is empty and has no opening, then lock it under the control of the other
members of the polling station and, where applicable, in the presence of
any other accredited person.
