(1) The penalties referred to in Section 22 above shall be
inflicted by the Minister in charge of the upstream petroleum sector or
any public establishment authorized to do so, without prejudice to other
penalties provided by the laws and regulations in force.
(2) The conditions for implementing the provisions of
subsection (1) above shall be laid down by regulation.
