(1) Placement shall come under the jurisdiction of
the minister in charge of labour.
(2) Placement operations shall be carried out free of charge for
workers either by :
• (a) government services or bodies ;
• (b) offices or agencies opened by trade unions, employers'
associations or private bodies.
