(1) Labour Inspectors who are heads of
Inspectorates shall have the initiative with respect to their tours
of inspection and inquiries within the framework of labour
legislation and regulations in force.
(2) They shall have permanently at their disposal the human and
material resources necessary for performance of their duties.
