(1) In military establishments employing civilian
labour, the powers and responsibilities of inspectors concerning
the monitoring of the application of labour laws and regulations
may be conferred upon officials or officers specially appointed for
that purpose whenever the interests of national defence preclude
the admittance of personnel not belonging the the establishments
concerned.
(2) Such appointments shall be made by the President of the
Republic on the joint proposal of the minister in charge of defence
and the minister in charge of labour.
(3) In any case, persons exercising such monitoring functions
shall immediately inform the local labour inspector of any action
taken by them.
