SECTION 5 — (1) Each division shall constitute an electoral constituency for the
election of regional councillors.
(2) However, some electoral constituencies may be grouped or specially
warded by decree of the President of the Republic in view of their
particularities.
(3) The regional council shall comprise at least one councillor from each
sub-division, for the category of delegates of divisions.
