(1) Voting shall be for a list of candidates without voters
indicating any preference of candidates nor transferring candidates from one list
to another.
(2) Each political party existing legally and willing to take part in
the election in a constituency shall submit a complete list having the same
number of candidates chosen from its members as the seats to be filled.
(3) Each list shall take into consideration the various sociological
components of the constituency concerned. It shall also take into consideration
gender aspects.
