SECTION 147

(1) The deposit shall be refunded by the Public Treasury: • Either to the candidate who withdraws their candidacy prior to the printing of ballot papers, upon presentation of a receipt of payment of such deposit and a certificate of withdrawal of candidacy duly established by the Director General of Elections; or • To the elected candidate or candidate who obtained at least 10% of valid votes cast. In such case, the deposit shall be refunded upon presentation of a certificate of valid votes cast, issued by the Constitutional Council and having the value of a payment order; or (2) In cases other than those specified above, the deposit shall remain in the Treasury.
