(1) Ally person empowered to collect fixed fines shall be in possession of a special counterfoil receipt book numbered and initialled by the competent Legal Department.
(2) For every fixed fine collected, a report shall be made and a receipt issued on the spot from the said counterfoil receipt book.
(3) Ally person who collects fixed fines without issuing a receipt in conformity with sub-sections
(1) and (2) above shall be liable to the penalties provided under section 142 of the Penal Code.
