Public sector employees, bidders and contract holders, as well as any
other person involved in whatever capacity in the public contracts award, execution and
regulation chain shall be subject to the provisions of the laws and regulations forbidding
corruption, fraudulent schemes, collusive, coercive or obstructive practices, conflicts of
interest, insider trading, and complicity.
