(1) For works contracts whose execution is not controlled by a private
project manager, the Project Officer or the Contract Engineer, as well as other
stakeholders in the monitoring and control of the delivery of services shall receive an
allowance determined by decision of the Project Owner or the Delegated Project Owner.
(2) This allowance, as well the equipment required for control, shall be charged to
the budget of the Project Owner or the Delegated Project Owner.
