Any public servant who obstructs the exercise by a citizen of his electoral rights, or his exercise or enjoyment of the rights mentioned in
Section 30 (1), (2), (4) or (5) of this Code, shall be punished with
imprisonment for from 1 (one) to 5 (five) years.
