1. The present Covenant, of which the Chinese, English, French, Russian and Spanish texts are equally authentic, shall be deposited in the archives of the United Nations. 2. The Secretary-General of the United Nations shall transmit certified copies of the present Covenant to all States referred to in article 48. HUNGARY "The Government of the Hungarian People's Republic declares that Para graph 1 of Article 26 of the International Covenant on Economic, Social and Cul tural Rights3 and Paragraph 1 of Ar ticle 48 of the International Covenant on Civil and Political Rights according to which certain states may not become sig natories to the said Conventions are of discriminatory nature and are contrary to the basic principle of international law that all states are entitled to become signatories to general multilateral treaties. These discriminatory provisions are incompatible with the objectives and purposes of the Covenants."
