1. Member States shall take all the necessary measures to prepare and
implement a joint scientific research and technological development programme.
2. The General Secretariat shall therefore undertake jointly with the competent
national and sub-regional bodies the technical studies needed to define priority
sectors and activities of common interest and shall submit its findings to the
Council.
