SECTION 40

The Permanent Secretary shall be appointed by the Council of Ministers for a four year term renewable once. He shall appoint his collaborators in compliance with the criteria laid down by the Council of Ministers and within the limit of the number provided for in the budget. He shall be in charge of the Permanent Secretariat.
