The practical procedures for merger or dissolutionshall be adopted by an agreement signed
between the cooperatives concerned, under the control of the parent organizations to which they
are subsidiaries.
However, if the proposed transaction has the effect of increasing the commitments of the
members, or of one or several cooperatives in question, it may only be decided unanimously by
such cooperative or cooperatives.
