SECTION 28

The reorganization and assets liquidation proceedings may be opened at the request of a creditor, irrespective of the nature of its claim, provided that it is certain, of a fixed amount and due. To this effect, the creditor’s petition shall state the nature and amount of claim and proof of debt.
