(1) The Chairmen's Conference may propose the organization of
the debates to the National Assembly, whose decision shall be taken without
discussion.
(2) The organization of the debates, if decided upon, shall be
effected by the said Conference to whose membership shall be added the
rapporteur or rapporteurs of the Government or Private Member's bill or bills to
be included on the agenda.
(3) The organization of the debates shall provide for the
distribution of time allocated for speeches at the sittings, the number and date
of which shall be settled by the organizing conference referred to in sub-section
(2) above.
(4) It may limit the number of speakers as well as the time
allocated to each speaker.
(5) The decisions of the organizing conference referred to in sub-
section (2) above shall be final.
