(1) These Standing Orders may be subject to amendment
only at the behest of the Bureaus of both Houses, or on the
recommendation of one third of Members of the National Assembly or
Senators.
(2) The Standing Orders shall be adopted by an absolute
majority of the members of both Houses.
(3) Prior to the implementation thereof and referral to the
President of the National Assembly, the Constitutional Council shall rule
independently on the constitutionality of the Standing Orders of the
Congress of Parliament.
