(1) Voting by show of hand or by standing shall be the
ordinary form of voting in the Congress.

(2) In case of doubt on the outcome of the vote by show
of hand, a vote by standing shall be conducted. Should the doubt persist,
an open ballot shall be conducted.
(3) No Member of the Congress may be given the floor
during a vote or in between various ballots.
