(1) The proceedings of the Congress shall be valid only if
more than half of the Members of the National Assembly and more than
half of Senators are present.

(2) Where the quorum is not reached on the day and time
fixed for the opening of a sitting, it shall be automatically deferred for two
hours. Consequently, deliberations shall be valid only if one third of the
Members of the National Assembly and one third of Senators are
present.
