State universities and private higher education establishments.

Within
the
framework
of
bilateral
cooperation,
a
reque st
for
the
establishment
of an economic
zone may be directly
made by foreign
investors
organized into a Common Initiative
Group (CIG).
(3)
Trades
chambers
and
employers'
associations
may
request
the
establishment of economic zones on behalf of their members organized into Economie
Interest Grouping.
