(1) At least 3 (three) members of the Local Polling
Commission must be present at the polling station or its immediate vicinity
throughout polling.
(2) However, where the Chairperson finds it absolutely impossible
to form the Local Polling Commission, they may open the polling station at
the time fixed for the commencement of the poll. The Chairperson shall
mention in their report the time when Commissioners were appointed and
assumed duty.
