(1) Voting shall be conducted in the headquarters of each
division.
(2) Members of the electoral college, under pain of loss of their
voting right, shall be bound to take part in the polls.
(3) However, where unavoidably absent, a member of the electoral
college may issue a proxy to another member. No member of the electoral
college shall have more than one proxy.
(4) The State shall defray the costs relating to the participation of
members of the Electoral College in the polls, in accordance with the conditions
laid down by regulation.
