(1) By-elections shall be held where a municipal council loses at
least two-fifths of its members. In such case, only political parties that submitted
a list of candidates for the general municipal elections shall be allowed to submit
an additional list of candidates.
(2) No by-election shall be held if the vacancy referred to in sub-
section (1) above occurs less than a year before the end of the term of office of
municipal councillors.
