(1) All persons who, by their own doing, have
placed themselves in a situation of dependence on or connivance
with a foreign person, organization or power or foreign State shall
not be eligible.
(2) Ineligibility shall be established by the Constitutional Council within
3 (three) days of referral to it, at the behest of any concerned person or the
Legal Department.
