(1) Before launching any invitation to tender or consultation, the Project
Owner shall be bound to conduct a study to determine as exactly as possible the type
and scope of needs to be met.
(2) The Project Owner who does not have the appropriate competence to conduct
the study provided for in (1) of this article may resort to external expertise.
