(1) The Project Owner or the Delegated Project Owner may reserve some
works contracts for a certain category of public works and civil engineering enterprises.
(2) The conditions for categorizing public works and civil engineering enterprises
shall be laid down by a separate instrument of the Authority in charge of public contracts.
