(1) The Project Owner or the Delegated Project Owner shall draft or
formalize the final contract documents.

(2) The final contract may, under no circumstances, change the scope and nature
of services provided for in the bidding document. Only minor adjustments without
financial incidence or technical impact on the bid selected shall be accepted.
